Tom Carlucci

With more than 30 years of experience in the legal field, I am a seasoned trial lawyer focusing on white-collar matters such as False Claims Act (FCA), Antitrust & Competition, Tax, and the Foreign Corrupt Practices Act (FCPA). In my capacity as the Managing Partner of Foley’s San Francisco office, I have successfully represented corporations, organizations, and individuals in over 50 civil and criminal cases at both the federal and state levels. My specialization lies in navigating complex civil and criminal issues, particularly in the realm of white-collar defense.

My legal practice revolves around assisting emerging growth companies, providing adept legal counsel to guide them through the intricate landscape of white-collar defense. Drawing on my extensive background as a federal prosecutor, including serving as an Assistant U.S. Attorney in San Francisco, I am well-positioned to handle investigations and trials involving government agencies.

Committed to supporting emerging growth companies, I recognize their unique challenges in the legal arena. My strategic counsel is tailored to help these companies navigate the complexities of government enforcement actions, allowing them to focus on their growth and innovation.

As an integral part of Foley, I contribute to the firm’s commitment to excellence in white-collar defense and corporate compliance. Having served as the former chair of the White-Collar Defense and Corporate Compliance & Enforcement Practice, I align with Foley’s values and resources, enabling me to deliver top-notch legal services to clients.

Outside the office, I dedicate time to sharpening my legal acumen and staying informed on industry trends. Actively engaged in professional organizations, I contribute to the growth and development of the legal community. Additionally, I enjoy activities that provide balance and enrichment to my life beyond the legal sphere.
